简要规则描述：本项目位于奉贤区蓝湾镇D02-02地块，北至万水路，南至山椿路，西至雪柳路，东至正旭南路，总面积约5252.04㎡，地块用地性质为G1公共绿地。本次工程主要建设内容包括：绿化工程、土壤改良、园路铺装、景观照明、附属设施等。（具体数量及要求详见工程量清单及图纸）            

Brief Specification Description: This project is located in Plot D02-02, Lanwan Town, Fengxian District. It is bordered by Wanshui Road to the north, Shanchun Road to the south, Xueliu Road to the west and Zhengxu South Road to the east, with a total area of approximately 5,252.04 square meters. The land use nature of the plot is G1 public green space. The main construction contents of this project include: greening works, soil improvement, garden path paving, landscape lighting, and ancillary facilities, etc. (For specific quantities and requirements, please refer to the bill of quantities and drawings.)

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小微企业采购。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory purchase of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for the disabled, promotion of the development of small and medium-sized enterprises, and support for prison and drug rehabilitation enterprises, relevant policies will be implemented. (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically targeted at small, medium and micro enterprises for procurement. (c)本项目的特定资格要求：（1）施工现场项目管理机构拟派人员最低配备要求：
人员最低配备要求（人）：5
岗位、数量、资格要求：*园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各1名。
说明：（1）*岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子卡。
（2）项目负责人有下列情形，不得参与本标段投标：
1）在其他项目担任项目负责人；
2）项目负责人在其他项目履行合同过程中发生变更，变更时间未满180天。
（3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；
（4）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；
（5）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。        

(c)Specific qualification requirements for this program: (1) Minimum personnel allocation requirements for the project management organization at the construction site: Minimum personnel allocation requirements (people) : 5 positions, quantities, and qualification requirements: * 1 person each for the garden project manager, safety officer, quality inspector, material officer, and intermediate garden green worker (team leader). Note: (1) * The position cannot concurrently hold two or more projects. One must have the electronic card of Project Leader for Shanghai Landscape Gardening Engineering Practitioners. (2) The project leader shall not participate in the bidding of this section if he or she has any of the following circumstances: 1) Serving as the project leader in other projects; 2) The project leader changes during the performance of the contract for another project, and the change period is less than 180 days. (3) The landscape architecture major involved in this competitive consultation document refers to: landscape architecture ……
